(for Non-Local & No-Home-Base Applicants who do NOT receive housing offer via 2a)

25% of Non-Local/No-Home-Base hall places in the point system will be reserved for random lottery (with equal weighting) in order to provide a certain chance to all third-year or above Non-Local/No-Home-Base eligible hall applicants.
